Project Management Office
The Project Management Office is responsible for managing Prince William Water’s Capital Improvement Program (CIP), including project management of large CIP and maintenance projects, and providing project management assistance to other divisions. This work includes managing contracts with engineering and design consultants, construction contractors and others in order to maintain existing water and sewer assets and to put new assets into service.
Shannon Spence, Director
Shannon Spence is a Professional Engineer with more than 30 years of experience in construction, water, and wastewater facility design and project management. Her previous work involved consulting for design firms to develop and implement control systems for water and wastewater utilities, and the preparation of vulnerability assessments and emergency response plans. Ms. Spence also worked as a construction electrician in New York City for 10 years, one of the few women in this field. She received a Bachelor of Science in Civil Engineering from the Cooper Union for the Advancement of Science and Art.
