Engineering & Planning Division
The Division of Engineering & Planning is responsible for establishing the short- to long-term infrastructure needs of Prince William Water and its customers. The Division is also responsible for administering Prince William Water's development process, including plan review and approval, permitting and certification of accounts, and inspection of developer-constructed infrastructure that will be conveyed to Prince William Water for ownership and operation.

Doug Shoop, Acting Director
Mr. Shoop has more than 25 years of experience in utility design and management. His career includes military service, consulting engineering, and utility engineering and management. Mr. Shoop received his Bachelor of Science in Civil Engineering from The Pennsylvania State University and is an alumnus of Leadership Prince William and the National Association of Clean Water Agencies’ Water and Wastewater Utility Leadership Center. He is a registered Professional Engineer and a Certified Construction Manager.
