The Deputy General Manager/Chief Operating Officer carries out Prince William Water’s strategic plans and initiatives and ensures agile, optimized and sustainable operations.

Mr. Pannell has served as the Deputy General Manager/COO since July 2019. He began his employment with Prince William Water in 2005, having previously served as the Director of Operations & Maintenance. Prior to his employment with Prince William Water, Mr. Pannell worked as a consulting engineer and as a regulator with the Virginia Department of Health. Mr. Pannell received his Bachelor of Science in Civil Engineering from Virginia Tech and a Master’s of Environmental Engineering from Old Dominion University. He is a Registered Professional Engineer.
