WOODBRIDGE, Va., March 12, 2026 —Prince William Water has earned the Institute for Sustainable Infrastructure’s Envision Silver Award for a major infrastructure project at its water reclamation facility in Woodbridge. The Envision Award recognizes significant progress in sustainability, resiliency and community-focused design.

The infrastructure project at the H.L. Mooney Advanced Water Reclamation Facility (AWRF) will enhance operational reliability, improve odor control and ensure that the facility continues to meet strict regulatory requirements. Mooney AWRF treats wastewater for Prince William Water customers in eastern Prince William County, with a capacity of up to 24 million gallons per day.

Facility upgrades include construction of a new headworks building where large debris, sand and grit are removed as the initial step in the water reclamation process. Other improvements include upgrades to the plant’s clarifiers, large settling basins where heavy dirt and sludge sink, while oils and lighter materials in the wastewater are skimmed from the top.

This construction project at Mooney AWRF will deliver important sustainability achievements, including treated water that continues to exceed regulatory requirements; reductions in phosphorus and nitrogen levels to protect Neabsco Creek, the Potomac River and the Chesapeake Bay; improved emergency response capabilities at the plant; and enhanced climate resilience. The $190 million infrastructure project, led by Ulliman Schutte Construction, is expected to be completed in spring 2028.
