Guidelines for Prince William County Service Authority, DBA Prince William Water Omnibus Deed of Easement

All parties intending to convey easements and interests in real property (“Applicant”) to the Prince William County Service Authority, dba Prince William Water (“Prince William Water”) should review and abide by the following guidelines:

  1. The Applicant is responsible for preparing the deed, submitting it to Prince William Water for review and approval, and recording the deed in the Prince William County land records.
  2. The "omnibus” document is intended for use by an attorney, licensed to practice in the
    Commonwealth of Virginia, as a basic guide for the preparation of proposed deeds related to water and sewer infrastructure in Prince William County.
  3. The format or style of the deed is not exclusive to the omnibus document.
  4. Notwithstanding Guideline 3, the specific terms and conditions are standardized, as set forth in the omnibus document. Therefore, the terms and conditions for required interests should be set forth verbatim.  Minor deviations may be considered in certain cases where justification in writing is provided to Prince William Water by the Applicant.  However, Prince William Water does not guarantee all or any such requests will be granted.
  5. Where the Applicant proposes to convey to Prince William Water a Waterline and/or Sanitary Sewer Easement of a non-standard or ‘variable’ width, the Applicant shall ensure that the description of such easement as provided within both the Plat and Deed instruments specifies the granting of a “Variable Width Easement.” The Applicant must meet this requirement at any non-standard portion of an otherwise standard easement. Prince William Water will reject any submittal which fails to properly label easements of variable width or to include the required easement description within the Deed.   
  6. The Applicant must submit a clean and redline copy of the proposed deed to Prince William Water for review.  The redline copy should show all proposed changes to the omnibus document.
