WOODBRIDGE, VA, December 29, 2023 — Earlier this month, the Prince William County Service Authority broke ground on the construction phase of the H.L. Mooney Advanced Water Reclamation Facility-Wide Improvements Project, known as the Mooney Design-Build Project, located in Woodbridge, VA.


The nearly $200 million project is a multi-year endeavor that will impact almost every step of the plant's wastewater treatment process. It includes upgraded odor control systems, electrical improvements, a new headworks building, additional ultraviolet disinfection equipment and more. The Design-Build Project will increase the plant's operational resiliency and allow it to continue meeting regulatory standards.


The event, hosted at the site of the Mooney facility, featured remarks from Service Authority’s General Manager and CEO Calvin D. Farr, Director of Environmental Services & Water Reclamation Division Glenn Pearson, Director of Project Management Shannon Spence, along with Ulliman Schutte President Al McCollough, AECOM Vice President Mike Proctor and HDR Inc. President of Global Water Program Erin Hunt.


During the December 6, 2023, ceremony, Service Authority General Manager Calvin Farr told guests gathered that the groundbreaking represents the culmination of two years of intense design work on a significant infrastructure project. He underscored the project’s significance as a historic milestone for the organization.


“This project is a critical development for the Service Authority, and it’s the largest single project that we have ever undertaken, so we’re making history,” said Farr.


“This project really capitalizes on the Service Authority’s key Areas of Excellence including, among others, environmental leadership, community engagement, continuous improvement
and innovation, and sustainable operations, “said Erin Hunt, president of HDR Inc., a firm that specializes in engineering, architecture, environmental and construction services.


Others on hand for the groundbreaking ceremony included members of the Service Authority Board of Directors, executive leadership, staff from several divisions, and several representatives from companies who are working on the construction project, including Ulliman Schutte Construction, HDR Inc. and AECOM.


“I want to thank the Service Authority board for the support they’ve shown on this project. Anytime we’ve come forward with how we want to contract it, or how things have changed the board has shown its trust in us to carry this project forward,” said Shannon Spence, Service Authority’s Director of the Project Management Office, who is leading the multi-year infrastructure project.
